Start with leadership positions, then community service, and finally extracurriculars. Highlight your impact rather than just listing duties. For instance, instead of saying 'member of the debate team', I wrote 'led my team to regionals'. It made a huge difference!
Also, make sure to quantify your achievements when possible. Numbers really stand out. Anyone else have tips or strategies that worked for them?
