Ideas to explore

  • A fuel-price rise may discourage optional car journeys, but it can affect people with limited transport choices more heavily.
  • Frequent, affordable and reliable public transport gives commuters a practical alternative to driving.
  • Combine congestion measures, such as peak-time charges, with investments in cleaner vehicles and safe walking or cycling routes.

Suggested structure

  1. Introduce the problem and state clearly whether higher petrol prices are the best solution.
  2. Explain one benefit and one limitation of increasing fuel prices.
  3. Develop public transport as a main alternative, linking service improvements to reduced car use.
  4. Add one or two complementary measures for congestion and pollution.
  5. Conclude by comparing a price increase alone with a combined approach.
Useful vocabulary & examples
a practical alternative to driving
A realistic option that people can use instead of travelling by car.

Frequent buses would give commuters a practical alternative to driving.

peak-time charges
Fees applied to vehicles travelling in busy areas during the most congested hours.

Peak-time charges could reduce the number of cars entering the city centre.

emissions standards
Official limits on the pollutants that vehicles or other sources may release.

Stricter emissions standards can help reduce pollution from vehicles.

place a heavier burden on
To make a cost or difficulty affect a particular group more severely.

A large fuel-price increase could place a heavier burden on lower-income drivers.

Task Prompt

Band 7.0

Traffic congestion and environmental pollution have become serious problems around the world. Pollution is especially severe in big cities. While it is possible that higher gasoline prices will largely solve traffic and pollution problems, higher oil prices are not the best solution. However, I believe that other measures are more effective. The major reason why higher petrol prices could help is that they make driving more expensive, encouraging some commuters to use public transport, share a car or walk. If fewer people drive, roads may become less crowded and vehicles may produce less pollution. However, this effect would be limited. Many people need cars for work or live in places where buses and trains are unreliable. For them, higher fuel costs would be a financial burden rather than a practical incentive to change their habits.

Instead of relying mainly on price increases, governments should improve public transport. Frequent, affordable buses and trains give commuters a realistic alternative to driving. Dedicated bus lanes can also make journeys faster and more dependable. Cities could further reduce traffic by building safe cycle routes and wider pavements, making short trips possible without a car.

Measures to cut pollution should accompany these transport improvements. Governments can enforce stricter emissions standards and support the use of cleaner vehicles, while businesses can encourage remote work where suitable. These steps address emissions directly and can reduce the number of daily journeys, without placing the entire cost on motorists.

Overall, I disagree that raising petrol prices is the best solution. It may discourage some car use, but a combination of reliable public transport, safer alternatives and cleaner technology is more effective and fairer.

Targeted Improvement Tips

1
Make the opening comparison more precise by consistently referring to petrol or fuel prices, rather than switching to oil prices.
2
Develop one measure with a clear cause-and-effect chain—for example, explain how frequent, affordable buses could make commuters less dependent on cars.
3
Clarify that cleaner vehicles mainly reduce emissions, while public transport and cycling can address both congestion and pollution.
