Ideas to explore
- Explain why age could matter: less driving experience and maturity may affect hazard awareness and decision-making.
- Qualify the age argument by noting that age does not reliably measure an individual’s driving skill and that some young people depend on driving for access to work or education.
- Compare age limits with measures that address multiple causes of collisions, such as graduated licensing, enforcement, driver training, and safer road design.
Suggested structure
- Introduce the debate and state a clear degree of agreement.
- Explain the strongest reason a higher age limit could improve safety.
- Discuss why age alone is an imperfect solution and identify the costs or limits.
- Offer complementary measures that address other causes of crashes.
- Conclude with a balanced judgment that directly answers the question.
Useful vocabulary & examples
- graduated licensing
- A system in which new drivers gain driving privileges in stages, often with restrictions at first.
Graduated licensing can help novice drivers gain experience before receiving a full licence.
- hazard awareness
- The ability to notice potential dangers and respond appropriately while driving.
Driver training can strengthen hazard awareness among inexperienced motorists.
- chronological age
- A person's age measured in years, as distinct from their ability or maturity.
Chronological age is an imperfect indicator of driving competence.
- road infrastructure
- The physical features of roads and related facilities, such as surfaces, lighting, and signs.
Investment in road infrastructure can reduce hazards for all road users.

The debate over the most effective methods to enhance road safety is ongoing, with some advocating for raising the minimum legal driving age as a primary solution. While I agree that increasing the minimum age might contribute to safer roads, I believe it is not the only or necessarily the most effective measure. Other strategies, such as better driver education, consistent enforcement of traffic laws, and safer road design, are also essential. A higher age limit may reduce some risks because younger people can have less experience and may be more prone to impulsive decisions. Requiring drivers to reach a greater level of maturity before gaining full access to powerful vehicles could therefore prevent some serious collisions. This is particularly relevant for motorbikes, which offer riders less physical protection than cars. However, age alone is an imperfect measure of driving ability. Many young people are careful and responsible, while older beginners may still lack practical skills. Raising the age could also restrict access to work and education for people who live in areas with limited public transport. Moreover, accidents result from a range of causes, including speeding, distraction, drink-driving, and poor road conditions. Governments should therefore combine age rules with measures that address these risks directly. Graduated licensing, for example, can allow new drivers to gain experience under restrictions before receiving a full licence. Stricter penalties for dangerous behaviour, effective driver training, and investment in lighting, road surfaces, and clear signs could also protect all road users, regardless of age. Overall, I partly agree that increasing the minimum driving age could improve safety, but it should be only one element of a broader policy. A balanced approach that combines sensible age requirements with training, enforcement, and safer infrastructure is more likely to reduce crashes effectively.
