TOEFL vs IELTS which is easier if listening is my weak spot?

Is TOEFL vs IELTS which is easier too broad of a question, or does it really depend on your weak section? I am stuck choosing between them, and my main problem is listening.

I have been reading comparisons, but they all say different things. Some people say TOEFL is easier because everything is on the computer and the format feels more predictable. Other people say IELTS is easier because the listening feels more natural and the speaking is with a real person.

For me, accents and fast audio are the hardest part. I am also wondering if TOEFL note-taking makes the listening section more manageable, or if it actually makes it more stressful.

If you took both, which one felt easier overall and why?
