Ideas to explore

  • Publicly funded professional training may create a reasonable expectation that graduates contribute to local services, especially where skilled workers are scarce.
  • Freedom to work abroad can support career development and may bring expertise back through return migration or international collaboration.
  • A choice between a defined period of service and proportionate repayment can balance public investment with individual mobility.

Suggested structure

  1. Introduce the disagreement and state a qualified position.
  2. Explain the argument for requiring local service, linking public funding to shortages and taxpayer benefit.
  3. Present the case for freedom of movement, including professional opportunity and possible benefits to the home country.
  4. Give your own balanced solution and explain why it is fair.
  5. Conclude by restating the principle that retention is better supported by good opportunities than by excessive restrictions.
Useful vocabulary & examples
public investment
Government or taxpayer spending intended to benefit the public.

A period of local service could help ensure that public investment in medical training benefits the community.

skilled-worker shortages
A lack of qualified people available to fill important jobs.

Skilled-worker shortages may worsen if many newly trained professionals leave immediately.

a proportionate share
A fair amount that reflects the size or level of something.

Graduates could repay a proportionate share of heavily subsidised training costs.

freedom of movement
The ability to choose where to live or work without unreasonable restrictions.

A balanced policy should recognise professionals’ freedom of movement.

Task Prompt

Some people believe that professionals, such as doctors and engineers, should be required to work in the country where they did their training. Others believe that they should be free to work in another country if they wish. Discuss both these views and give your own opinion.

Band 8.0

A common debate is whether specialists trained domestically in vocations including medicine and engineering are obliged to take on employment in their homeland or should have the discretion to choose an overseas role. This essay will first elaborate on the merits of each assessment, before explaining why I agree with the latter. Supporters of in-demand professionals being required to remain in the country where they qualified argue that public institutions have invested heavily in their education. This is especially significant in medicine, where training is lengthy and costly, and a shortage of doctors can directly affect patient care. If newly qualified doctors immediately move abroad, the taxpayers who funded their education may receive little benefit. Requiring a period of service at home could therefore help retain essential staff, particularly in rural or underserved areas. It may also allow graduates to gain experience before pursuing international careers.

Conversely, professionals should be free to seek work overseas because they have the right to choose where they live and work. Better salaries, research facilities or career opportunities abroad can help specialists develop their skills. They may later return with valuable expertise, or contribute to their home country by collaborating with local institutions. Compulsory service could also discourage talented students from entering demanding professions in the first place.

In my view, although governments have a legitimate interest in retaining skilled workers, requiring every graduate to work at home is too restrictive. A more balanced approach would be to improve pay and working conditions in shortage areas and, where education is publicly funded, offer clear and fair service agreements before training begins. Graduates who do not accept such agreements should not be prevented from working abroad, though repayment arrangements could be considered if these were agreed in advance.

Ultimately, countries should address professional shortages through better incentives and transparent funding conditions, while respecting individuals’ freedom to choose their careers.

Targeted Improvement Tips

1
Add one sentence that contrasts the consequences of losing doctors with the possible benefits of engineers gaining international experience; this will make the discussion more profession-specific.
2
When proposing service agreements, state the condition clearly: explain that any repayment or work obligation should be disclosed and accepted before publicly funded training begins.
3
Replace abstract or less natural phrases such as “each assessment” with direct debate language such as “both views,” then check each collocation by reading the sentence aloud.
